When I send mail with Outlook configured to use SOGo as ActiveSync compatible service, the replyTo address is user@domain.local. Mail returns as undelivered. Where can I change the default domain in Nethserver to use to public domain? Or do we need to change this per user in SOGo?

the problem is that you use a pseudo .local domain (that’s used for mail addresses) but SOGo supports identities (per user):
