Error encoding in the "Contact Organization"

If you fill in the “Contacts of the organization” in the Russian layout, it is displayed after saving is not the correct encoding. But if the user to edit the organization in the “detail”, all it displayed correctly.

I think this is the same problem I had and it’s addressed and filed as an bug?
