Webfilter is enabled with urlblacklist. But restircted sites still opens

I downloaded urlblacklist and enabled webcontentfilter.
But, restricted sites/categories still works.
I blocked specific site in blocked site, that too opens.

Is there other place, i need to enable this service to get it working.

Ok… its working… I didnt enabled webproxy.
So,. I selected proxy manul., will this block https traffic also?
