From the manual:
List of current bans is available inside the Unban page. To unban an IP just click on the corresponding Unban button.
Fail2ban — NethServer 7 Final
On Cockpit server manager you can access it from Applications > Fail2Ban > Settings > Unban

For me, I am using NethServer 7.9.2009 and only 1 IP shows up in unban, regardless of how many bans occcur, and I have perpetual bans that just simply don’t show up in the UI. There’s a bug.
Check the jails
