If I understand correctly, you want network devices to use the server’s DNS instead of the router’s DNS.
To do this you need to set the address of your server in the DNS options of your DHCP server.
Check in the Huawei router, where there are DHCP server configurations, there is the possibility to configure the DNS address to be distributed to clients.

Why are you sticking with using your router as DHCP server if you have NethServer running?
