I would like the selected filter to work only during the established temporal condition and instead it is always active. what am I wrong?
On NethServer 6.x or 7.x? Are the modules up to date?

Do the logs (/var/log/squidGuard/urlfilter.log) confirm the block is due to that filter outside of the conditional time-frame?
Can you post the web proxy settings:
config show squid
config show squidguard
db contentfilter showIn NS 6 there is a known bug which prevent multiple time filters to work correctly togheter.
You should switch to 7.
