Concepts:

  • Modular
  • Simple: Simplicity, Ease of Use
  • Open: OpenSource, Community-Driven
  • Free: Free (libre) Software, Free (gratis, affordable)

Modular and All-in-One: If any, pick only one. Both implie it can provide multiple functions. But take into account @Jim’s and @mansoor.tariq’s thoughts.
Free: a word that always catch one’s attention. Corporations/Enterprises might think different.

Target audience:

  • Small Business, SOHO
  • Sysadmins
  • IT Departments
  • Public Sector
  • Educational Institutions
  • (…add yours)

As @Hunv said, it is important what you are able to do…

If the phrase makes sense without it, the word Server could be ommitted for shortness as it is contained within NethServer.

If the catchprhase is meant to be used as search term, I’d look at SEO metrics for the weight of words/terms of link referrals (not just the proposed words).
Possible search terms: Server, Linux, Small Business, any of the features. All-in-One and Modular are less likely to be used as search terms.
