Any error/warning from this command?
sudo -u apache scl enable rh-php72 -- php -dmemory_limit=512M /usr/share/nextcloud/occ upgrade
A similar case can be found here:
Have you checked if the table exist (even if the error message says it doesn’t, just to be sure) or if nextcloud database is healthy?
