When I remove the check from the option “Strong password policy for Users” can not be set to the user a simple password.
I can’t reproduce the problem with local Samba AD.
What user provider are you using?
Did you find any error on /var/log/messages
?
What kind of error is raised by the web interface?
I created a local user ‘andy’

Thank you, I lost sight of that simple password must still be at least 7 characters. I tried to set the 4 characters.
