If you need to change the language of the web interface, follow Jim advice.
If you want to change the system language, you need to manually edit @/etc/sysconfig/i18n@.

No, the system language is used almost only for command line.
IMHO, a command line in English is much better
It depends. Postgresql creates its cluster in the system language. A database cluster in american English is not very helpful.
