Weird question.
Quite simple, @xageby: the license key of SQL Server allow the software to fullfill the key features of various editions. Microsoft tends to want money for the license key, but also this should be provided as information to unlock the features.
Linux installations do not have the GUI, these information should be provided to the Cockpit addon for allow the download of the “right” version from microsoft, and setting the right informations to the software.
SQL Express do not need license key.
