How do I know if the Email Quota is active and can be used?
You may check it with an email client like thunderbird:

Why isn’t SOGO told the limit?
In SOGo it’s below the mail address:

How can this happen even if your screenshot has a quota, but I don’t?
What quota function is in the mailboxes?
It activates quota and and sets a default mail quota for all users.
After that you may apply custom mail quota to some users.
I want some quota e-mails that are unlimited and some are limited, I also want the e-mail quota to be more than 100GB or the capacity based on what we want like 24GB, 65GB, 120GB, etc.
You may set the custom ones to unlimited, in web UI you can only go up to 100GB.
You may set your quota manually in the e-smith db too:
