I want to know whether Nethserver is free to use for both personal as well as commercial use (for organization use). Since there is mention of community and enterprise.

Indeed, NethServer is free and GPLv3 for both personal as well as commercial use!
With Enteprise version you can add commercial modules and support: http://www.nethserver.org/subscription/
