Yes, it is a problem to update 2 major versions, see howto:nextcloud [NethServer Wiki], you need to update step by step.

Scroll down to " Exception: Updates between multiple major versions are unsupported".

These steps are needed:

yum update nethserver-nextcloud-1.17.1-1.ns7

yum update nethserver-nextcloud-1.18.0-1.ns7

yum update nethserver-nextcloud-1.19.7-1.ns7

The last update should work via Software Center or yum update.
