How ram, hd, cpu need for 150 accounts and 60 GB, using IMAP?

4 Gigs of RAM should be Sufficient is using NS7 However the 60 gigs Storage might not be enough. MAybe start with 80 gigs. Hopefully you can scale it further.

ALso if you will be adding things like CLAMAV and other metric systems on your NS instance, then you might need to consider 8 gigs of RAM.

For CPU, i think 2 VCPU should be sufficinet for significant workloads,

These are assuming you dont have Nextcloud and other intensive services intalled on the serve.
