I wonder if Nethesis or anyone else here (manufacturers, sellers…) is affected by the regulation and has implemented the requirements to comply with EU GPSR by 13 December 2024.

Well - I’m no lawyer. IMHO every company in Europe is affected and supposed to follow the regulations of the EU commission. No matter what product, sold or for free. For my own business we have to ensure this for the products we produce for years. I.e. REACH, RoHS, WEEE, etc, etc, etc… quite a lot - and a huge expense.
This is an old shoe and is called the Product Safety Act in Germany. Uschi von der Leyen and her expensive army of commissioners were obviously bored again.
Hmm… what’s your point? Nobody’s supposed? It’s superfluous? Not long ago I remember a security update for M$ - half the world was offline. It turns out that the qs-checks for the update have been disregarded. Kismet?
I just wanted to say that we have had this in Germany in a similar form for a long time.
