It’s not harmful, I think it’s a leftover from a previous incomplete bug fix from upstream EPEL (https://bugzilla.redhat.com/show_bug.cgi?id=1187286).
It should be noted that the upstream package is broken for months, we tried to have it fixed, but its release is still on hold: https://bodhi.fedoraproject.org/updates/FEDORA-EPEL-2020-f76f9220f4 (see last comment from @davidep).
