Is there a way to setup an Email-Acount Administrator, allowing someone with LIMITED authority to add, delete, change Email Accounts, Check Emails Queues, Change Password, etc… but no access to the SYSTEM Configuration Changes…

As alternative you could also create a managers group. Its members have access to the Management category.
