NethServer Version: 7.9.2009
The documentation says, that the firewall policies can be displayed in the rules page, but this page is empty in my installation:
“To display the list of active policies click on the Policies button inside the Rules page.”

This is a bug. If no rules are present, policies button is not showed.
I will update you asap.
