NethServer Version: 7

How can I control login carried out by root account (via ssh or GUI)?
And how can I see shutdown logs?

You should have a look at messages.log for it.

Access to the server-manager Web UI is logged in /var/log/messages:

httpd: [NOTICE] Nethgui\Authorization\User: userrootauthenticated

Shell access is logged in wtmp as every Unix-like system
Use the last command:

[root@ns74-com ~]# last
root     pts/0        192.168.56.1     Sat Mar 24 12:56   still logged in   
root     pts/0        192.168.56.1     Fri Mar 23 17:14 - 12:56  (19:41)    
root     pts/0        192.168.56.1     Fri Mar 23 17:01 - 17:14  (00:12)    
root     pts/0        192.168.56.1     Fri Mar 23 14:37 - 17:01  (02:23)    
reboot   system boot  3.10.0-693.17.1. Fri Mar 23 14:37 - 15:02 (2+23:25)   

Don’t forget that NethServer is CentOS.
