Cockpit - Can't add Network Service

NethServer Version: 7.8.2003
Module: Cockpit > System > Services > Add Network Service

The Access dropdown is empty:

Just for fun, I try clicking add anyway and this error pops up in the console:

I logged in as the root user and the access box renders correctly. Is it intended that users granted admin permissions should not be able to do this?
