Cannot access server manager on port 980 after latest updates

I was unable to use the original server manager UI until the latest updates. Is this expected?

No, that’s not expected, for me it works.
You could try to restart apache.

Check httpd-admin service is running.

I realize I messed up my symptom description. It worked until the latest updates. But it was caused by my installing and enabling the web proxy,which I did the day before, and Windows 10 defaulting to check for an automatic proxy script. I chose to uninstall the web proxy app, but I also had to turn off Proxy in Windows 10 settings. Time doesn’t permit me to do further analysis at the moment, but it is on my list to educate myself and investigate.
