Not with samba, AFAIK.
You can restrict access permissions to deny/allow access to required users.
You can search for some kind of online file viewer / nextcloud plugin to restrict it more, but in most cases the file is downloaded (in one way or another, by the broswer in temp files, full or by parts, etc.), can be screen-shooted…
Beyond samba file server, there are solutions, like the ones some sites do for online books, for instance, or a pdf.js viewer/converter, adobe proprietary solutions…
If I recall correctly @greavette had a similar request (but for nextcloud). Maybe he can bring some light to the matter.
