Webtop default regional settings not complete and not transferred to new users

I did the following settings in the admin system properties.

  1. However: a new user does not get all these settings.

  2. Interestingly, the format dd.mm.yyyy from the system properties works, even though it is not displayed. However it can NOT selected from from the drop down box, i.e. it should be added. These are settings which are needed for Germany.
