NS8 on Rocky Linux 10

of course completely experimental but we can install NS8 on debian13 and rocky linux 10

This pull request adds support for newer Python versions and improves compatibil…ity with additional Linux distributions. It introduces new Python requirements files for Python3.13, updates the agent installation script to detect and use these Python versions if available, and enhances the installation process for Debian 13 platforms.
