It has been released a few hours ago, I think that nobody has tested it. But it contains only one moderate security fix, so I think that it should be safe to update:

I have issues with the kernel 3.10.0-862.3.2.el7. I have a client I placed on the 7.4 stable and I then updated to the 7.5 version. immediately during restart, it shows fatal exception error and hangs. I use a dell precision 490 with 8gb memory. I had to install the version 7.4 again and I added an exception to kernel update in yum config. now it works but the DPI is not working. Please what can I do

For this kind of problems, you should seek help from the hardware vendor (Dell).
AFAIK, there are no known problems with 3.10.0-862.3.2.el7. I found this report which seems not relevant:

There is no need to exclude the kernel from the update, you can always boot a previous kernel.

i have resolved the problem. it seems that i was installing an elrepo driver for dlink d20tx network card that was for an old kernel
