Firewall - Rules don't work and Local Rules work

I tried to create a rule in Local and it is not working. I checked with iptables -S and the ip is not shown anywhere. Then I created the same rule in Local Rules and it worked perfectly. The intention was to create a single rule to allow everything from an ip because creating the rule in Local allows to use any for all ports.

Another thing I didn’t find was how to remove logging from the input drop policy.

I managed to solve the problem anyway with others rules. In future versions would be better to reshape tabs Rules/Local Rules to be less confused.
