So I don’t know if anyone else has noticed this. But it seems the dashboard memory stats do not match what htop shows the memory stats are. I would assume htop memory stats are more fact then the what the dashboard memory stats show?

You’re right. htop shows the available memory whereas the dashboard shows the free memory.
/proc/meminfo is used for the dashboard view.
There’s a already a feature topic to discuss your wanted feature: Dashboard info: showing avaible memory instead of free memory.
