Yes. I would say UCS focuses more at the core of the IT (identities, business applications, workstations, VMs, etc.) than at the gateway/UTM side. UCS also assumes the IT infrastructure is spread in multiple geographical locations, and so it’s prepared to divide tasks among several UCS server roles, each part of the UCS domain.

The default menu does offer TXT. See image. New functionality in being added to the Web interface with each release.
More powerful interfaces are also available. univention-directory-manager (udm) in the command line for example. In the end you can always modify the designated local configuration files directly or even extend the existing templates. That is the nice thing about open source
